Not every flat roof with problems needs to come off. A seam repair on a sound EPDM or TPO membrane costs very little. A coating over a dry, intact roof can extend its life.

A re-cover makes sense when the membrane has gone brittle all over. Full replacement is for a roof that is wet underneath, because sealing trapped moisture in damages the deck.
